Duties Description The Office of Mental Health (OMH) is recruiting to fill a Human Resources Specialist 1/Human Resources Specialist Trainee, Grade 18/NS, position assigned to the Center for State and Community Workforce Development and Human Resources (SCWDHR), Bureau of Facility Personnel Services (FPS), FPS List and Transaction Units. The FPS List Unit provides eligible and mandatory list canvassing and interview scheduling services for 26 OMH facilities and its Central Office. The FPS Transaction Unit reviews and submits payroll transactions for approximately 13,000 employees at 26 OMH facilities on 34 payroll agency codes.
The incumbent will serve as a resource for OMH human resources professional staff on payroll processes and provide technical assistance with problem resolution and ensure that all transactions and eligible lists are processed within established timeframes. They will be a point of contact for the control agencies for problem resolution related to payroll and eligible list issues. The incumbent will also work on the development and implementation of the agency's Decentralized List Management System (DLMS), an applicant facing website for candidates to take training and experience (T&E) examinations and the back-end list and canvass management functionality to use the resulting eligible lists.
Minimum Qualifications Non-Competitive Minimum Qualifications Under the NY HELPS Program: This position includes an opportunity to serve in a traineeship and applicants will be appointed to the appropriate level based on their education and/or experience.
Human Resources Specialist Trainee 1 (starting salary $51,920): A bachelor's or higher degree.
Human Resources Specialist Trainee 2 (starting salary $55,005): A bachelor's degree and one year of professional human resources experience.*
Human Resources Specialist 1 (starting salary $65,164): A bachelor's degree and two years of professional human resources experience.*
*A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
Transfer Opportunity:
Candidates must have permanent competitive or 55b/c status as a Human Resources Specialist 1, Grade 18, and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 or Section 52.6 of the Civil Service Law to the Human Resources Specialist 1 title; OR be eligible to transfer via Section 70.1 or Section 52.6 of the Civil Service Law into the trainee levels (Human Resources Specialist Trainee 1 or 2).
55b/c Opportunity:
Individuals certified eligible for the 55b/c program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55b/c of the Civil Service Law who possess a Bachelor's degree will also be considered. Additional Comments The starting salary for this position will vary based on the selected candidate's education and/or experience. Candidates appointed at a trainee level will be required to successfully complete the traineeship to advance to the full performance level title and salary:
$51,920 (Human Resources Specialist Trainee 1)
$58,066 (Human Resources Specialist Trainee 2)
$65,164 (Human Resources Specialist 1, full performance level)
For current New York State employees, the starting salary is based on the candidate's salary at the time of hire.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of NY HELPS, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected that employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
